If sauron lost his body i the destruction of numenore, how did he have a finger on which to wear the ring?

Sauron was indeed caught in the wreck of Numenor, so that the bodily form in which he had long walked had perished; but he fled back to Middle-earth, a spirit of hatred borne in the dark wind. He was unable ever again to assume a form that seemed fair to men, but became black and hideous, and his power thereafter was terror alone.

DOes this mean he could take a mannish form, just an ugly one? I for a long time assumed it meant he was more a blob/eye than anything else, not sure, anyone have any thoughts or hard evidence?
