Who wins the evil persona here? The Undertaker or the Witch King? The undertaker does not need an army before him to strike a chilling presence, so my vote goes for him.

Mansun, help the poor, ignorant Antipodean peasant out, please. Is this "Undertaker" the wrestler of that name... or just an undertaker... or what?

An undertaken is usually just another name given to a mortician and I find nothing particularly frightening about a person who prepares the dead for viewing. Unless you're referring to the grim reaper or an executioner when you say undertaker, in which case answers may differ.
If you're referring to the grim reaper I'd say the Witch King has him beat. The grim reaper isn't an evil presence, but an element to life and there are a lot of people who welcome his presence when they are sick or old.
An executioner is a bit more frightening, but not everyone will be put to his axe which makes him less frightening for some. Whereas everyone must live in fear of the Witch King should his master prevail.

I'd vote for Donald Duck, because Mickey Mouse is really Goofy. Either that, or Brutal Bill Sykes and the Artful Dodger pinning Hulk Hogan. Maybe not, but definitely the Little Prince could take him, but only allegorically speaking.

There ain't no Undertaker in Middle-earth, and that's a fact! Closed for being off-topic.
