Do you mean she of the proverbial cats? As far as I know, she is back-story (and she is the very essence of what makes LotR work.)

As far as I know, after the mentioning of her in LOTR, so many fans adressed JRRT who wanted to know her story that he wrote one down which can now be read in the Unfinished Tales.
She was a queen of Gondor who trained cats to espy others for her.

She was the wife of Tarannon Falastur. According to legend he eventually put her on a ship and set her and her cats adrift.

Berùthiel, was a queen of Gondor who's husband was falastur, twelfth king of Gondor. Berùthiel was know mostly by her cast, because they were able to find her way home. Her name, in Sindarin, means female queen.

She was also one of the most hated women in Gondor. No one liked her or her cats. In fact, things got so bad that her husband set her and her cats adrift in a boat and the last that was seen of them was her and her cats flying by in a boat under a crescent moon.

Berúthiel is the dark and mournful Queen to Tarannon Falastur, the twelfth King of Gondor. She owned ten marvellous and magical cats, that she set to spy on the doings of the people of Gondor. Her scheming was her undoing, though, since her husband set her adrift on the Great Sea, with only her cats for company. She sailed into the far south and was never heard of again, but she and her mysterious cats lived on in legend for millennia.
