I haven't forgotten about this thread, MellyrnMaiden, but I still can't find the answer! If it wasn't 1st age quotes we were supposed to guess, I'd say Gandalf said it. However, Gandalf didn't say anything such in the first age, so I'll have to think of someone else. Er................Melian?

I don't have my book handy on me right now, but I believe it was in chapter 21 (uncertain of the page number) or close to it.
