I'd like to think he, along with all the hobbits who worked for Sharkey's men, repented after the ruffians were defeated. What else was there for him? Where could he go? Those questions should have led him to some semblance of common sense and caused him to seek pardon from Frodo or the Thain.

Agreed. Not a lot of other options mentioned, though I've seen unofficial sources conjecture that the lands between the Shire and Dunland shouldn't be entirely empty.

I'm sure Butterbur might have given him a job cleaning the stables under Bob. ;)

Sandyman didn't have much use for Elves though, and I would think heading toward the Sea and their havens to be out of character for him.

Ted Sandyman sold his interest in his father's mill when it became evident that the Shire's environmental task force would levy heavy fines against his unshielded chimney belching soot ladened with fluorocarbon emmissions and particulate matter. He moved to Hardbottle, married Shrewberry Bracegirdle and drank himself to death at an early age.

What, you expected a happy ending?
