Eomer of the Rohirrim

In Unfinished tales, there is a small part about the Black Riders questioning the man who turned out to be the Squint-Eyed Southerner in Bree. Now, Tolkien wrote many versions of what happened on the Ringwraiths road to Hobbiton and this particular example is not necessarily accurate, but still.
It's not the overall questioning or his work for Saruman that I'm discussing, it's the apparent fact that the Southerner is an outcast of Dunland. The reason for this was because the man had "Orc blood"
Now I am assuming this history of the man to be true, if anyone knows that it is false then please tell me. My question is this. The Dunlendings clearly hated Orcs as well as the Rohirrim. No matter how skillful Saruman was, how in the world did he get the Dunlendings to fight side by side with Orcs?
