Can wizards be blue??? I thought I read something about that. If they can what does it mean? Examples~Gandalf the white.... someone the blue

Alatar and Pallando were the Blue Wizards.
It just means they wore sea-blue robes. There is a whole chapter in Unfinished Tales about the five wizards. You can read more there - I encourage you to.
From Unfinished Tales:
The first to come was one of noble men and bearing, with raven hair, and a fair voice, and he was clad in white; great skill he had in works of hand, and he was regarded by well-nigh all, even by the Eldar, as the head of the Order. Others there were also: two clad in sea-blue, and one in earthen brown; and the last came one who seemed the least, less tall than the others, and in looks more aged, grey-haired and grey-clad, and leaning on a staff.
White - Saruman
Grey - Gandalf
Brown - Radagast
Blue - Alatar and Pallando

Is there ever anything that tells what became of the Ithryn Luin ? In Unfinished Tales, it says that they passed into the East and were never heard from again. It hints that they either forgot their cause, died, or joined Sauron.

Isn't after a wizard turns white that they next step is black? I remember hearing that somewhere.

The Ithryn Luin are guessed to have founded "magic cults", perhaps in service of Sauron, perhaps not, but anyways, those cults overlasted the fall of Sauron. Nothing else is mentioned, except that Tolkien "fears" they fell and became Sauron's servants.
