Who is referred to by the Elvish name of Elbereth, and what does Elbereth mean?

Elbereth is the same being as Varda.
From Encyclopedia of Arda (http://www.glyphweb.com/arda/default.htm)
Varda: The Queen of the Stars and spouse of Manwë the King of Arda, great among the Queens of the Valar. She set the stars in the sky, for which the Eldar of Middle-earth revered her, calling her by the name of Elbereth.
It means Star-lady in Sindarin

Varda Elentári is her full name, Elentári meaning 'Queen of Stars' smilies/smile.gif

Elbereth means "Queen of the stars" because she created the stars,including the star of Elendil the elves most beloved star, smilies/wink.gif Here is the light of elendil our most beloved star, may it be a light for you when all other lights go out, namarie galadriel

Wassn't she married to Gilthonel or am I mixing up names? They are both in the phraze Gilthonel a Elbereth right?
