I should have made the question more specific and mentioned that I meant immediately after the Third Kinslaying at the mouths of Sirion.

Anyway, nice one Galpsi, Maglor was the correct answer, over to you.

BTW, I asked on another thread if anyone knew who made the horns of Ulmo and I mentioned that I thought it was a difficult question to answer without referring to the books. Sharku was the only one who responded and was gracious enough to admit that he had to look it up. As an aside, does anyone know the answer?

Because of the same reason why Germanic runes (Futhark) and the Latin letters are linear, and for example, the Arabian letters fluid: the first were mainly carved in stone, for which purpose linear letters are more appropriate because more force can be put behind a line than a bow. And writing, like the Arabs, with ink on paper or leather, is easier with fluid letters (try writing Futharks per hand and you know what I mean...).

I've resorted to research. Despite which, I'm probably wrong. The last White Tree before Elessar renewed the Kingdom died at pretty much the same time as the twenty-first Steward, Belecthor II. One supposes that he or his successor, Thorondir, shed the tears.
