Samewise: I thought it was supposed to be something some one said. That quote is from when they were in Lothlorien, Legolas and Frodo and Sam were climbing a tree to talk to the elves and to stay the night on the flet, but if I am not mistaken, no one actually said that.

That has to be Gandalf. It sounds like one of the many things he said to Frodo when they were riding in the cart on the way to Bag End. As I recall, Frodo followed it up with, "You know Bilbo...half the Shire's been invited," or something along those lines.
