Melkor was jealous of the Children of Ilśvatar, "envying the gifts with which Ilśvatar promised to endow them".

Melkor was jealous of (Aulė) him, for Aulė was most like himself in thought and in powers

And Melkor knew of an that was done, for even then he had secret friends and spies among the Maiar whom he had converted to his cause; and far off in the darkness he was filled with hatred, being jealous of the work of his peers, whom he desired to make subject to himself.

Both qoutes from SILM - The latter concerning the other Valar but especially Aulė and Tulkas
It could be either one of them that you have in mind - but I wote Aulė

It was Actually Tulkas. He hated him alot for always laughing in his face. I'd get pretty ticked to, come to think about it.

Actually, I'm sorry Nefwathiel Teleri, it was Tulkas, and I found a quote.

But Melkor Brooded in the outer darkness, and his hate was given to Tulkas forever.

Dior and whoever else said Aulė is correct. I know that I am not the one who posted the question, but I just wanted to confirm that answer.
