The dreaded Lord of the Nazgul likely said such a thing. Twice even. At the Ford of Bruinen and on the Pelennor Fields. Perhaps it was even he that had his steed shot out from under him by Legolas along the Anduin.

The incidant were Legolas shot the Nazgul's mount was the one I was thinking of, but he could a have also said it the Pelannor fields. Thought it was landed when it was killed.

Even if so, I still ponder over the circumstances... maybe in the prison of Thranduil - he knew how to get out, with his ring of invisibility (silly hobbit, had he only known - or the goblins who pursued him, they would have gave their wargs the spurs real hard...). What comes to my mind is that this is what the Valar, Manwe in particular, might have said as Galadriel at last set foot in the Undying Lands again after her long ban. Because of her great and wise deeds in the Third Age, she was considered redeemed and the ban was lifted. Then she could at last return to her father who dwelt yet in Tiron.
But perhaps I am far off...for 'halls that await you' seems so much to mean the Halls of Mandos.

Sound explanation, but not what I´m looking for.
As for the halls, well, I neither wanted to write Halls of Mandos, nor something like "lands" which would not be enough of a hint.
The Halls of Mandos are close, very close, but they do not totally fit in this case. You´ll know what I mean if you find out spaeker and adressed person.
As for the ban - close, close... yet still far all in all...

How is this for off the wall. The words might have been spoken, or more likely thought, by Galadriel when she gave Sam his box of seeds to refertilize the devastated Shire. Trying to think in a deep Elvish death-and-rebirth-way, she might have been offering them as a profound compensation for those lost to defeating evil. (Like Frodo and Gandalf, etc., who depart ME) If we were to think this way, it would be significant that Sam names his children the way that he does because they are his solace when Frodo leaves and they and Sam's gardening sybolize the rebirth/rebuilding of good.

Then I suppose that she said it to Gandalf so that he could return and aid the quest of the (missing) Sam and Frodo by doing all those necessary and distracting things outside of Mordor (and perhaps, also, by contesting Sauron's will at Amon Hen).
