Welcome Ghwaihir, to Barrow Downs (and to ezboard?)!!
Your quote sounds like Bergil talking to Pippin. He'd probably think me geriatric.

In the King of the Golden Hall, much is made of staves. Gandalf is permitted to bring his staff into Theoden's presence. Theoden remained hunched upon his own staff (with its white-bone handle) until Gandalf tells him, "Cast aside your prop!" Grima is described as having been a "support" to his master. With what historical episode does all this talk of old kings and of staves resonate?
(hint, Hama)

"Freca, your folly has grown with your belly. If Helm dislikes a crooked staff that is thrust at him, he breaks it. So!". And Helm Hammerhand, King of Rohan, broke the staff of Freca the Dunlending lord (and Freca´s skull).
And then he went out of the besieged Hornburg, clad only in white and only with his staff.
Am I near? Háma was Helm´s son...

This could be Elrond speaking to the Noldorin smiths when they sought refuge in Imladris. It was guarded only by the Loudwater. The policy of the house was to seek only wisdon, not worldly power. (???)

I think the quote is spoken to Orodreth, after he had built a bridge over the Narog at Turin`s insistence ("for the swifter passage of arms").

I`m not sure who actually said it, maybe it was a warning from Ulmo?

The rich fisheries of the lakes and rivers in the southern parts of course. Really, it fits.
Or, English admins could have said it in 1940/41 to the population of London. But I shouldn´t stray too far from Middle-Earth I guess.

First off, this is not a real quote. It's from the game where we invent quotes that might reasonably ave been spoken by characters in the books but weren't. Second, it's from the Hobbit.

That is a good guess, but the situation you are thinking of is wide of the mark. Perhaps it would be better if I properly worded the question to say: Who said "luggage with eyes"? The speaker was actually referring to another person.

NOTE: This did not occure in the Merry/Dernhelm adventure part of the Book.

This is Frodo actually speaking of Sam. At first, I thought it would be Sam speaking of Gollum, but it turns out Sam called himself 'luggage in a boat' and Frodo came back with, '...and I might say "luggage with eyes".

This seems like one of those tricksy questions. This was originally said by Saruman to Gandalf, but we first hear it at the Council of Elrond, when Gandalf, the speaker, recounts his tale to the other members of the council.

for into darkness fell his star
in Mordor where the shadows are.

T, I don't know if you even check in here anymore, but I finally found this one.

It's Bereg of the house of Bëor, answering the council of elf-friends who advocated aiding the Noldor in their quest to defeat or at least restrain Morgoth. Bereg was bitterly disappointed that Men had made a difficult journey out of the East seeking the Light in the West, only to find that the Light was out of reach beyond the sea and they had come to a place that was at least as dangerous as the one they had left behind.

Some emissary of Morgoth pretended to be Amlach, grandson of Marach, and spoke in his stead for provoking Atani to forsake Eldar in their war against Morgoth. The real Amlach was angered by the fact, (though at first he himself wished to withdraw from the war), repented and named Morgoth 'Master of Lies'
