I believe that in the Two Towers he plays his most signifigant part and most reconised. Though he dose have similar parts in some others.

Well, actually, it could be a good question. Saruman in The Two Towers play an obviously big role, affecting ME in general. However, Sarumans destruction of the shire plays a heavier role on the hobbit characters. So, it could be said that Saruman plays a smaller role but with a longer lasting affect in Return of the King.

Seriously, though. I would most definitely say Two Towers. He ripped up the Shire in RotK, but that was really nothing compared to what he was trying to do to the Rohirrim.
