The petty Dwarves were (it is said) descendants of the great Dwarves who had been left or driven out of the communities, being deformed or undersized or slouthful and rebellious Quendi and Eldar; HoME 11

They were problably from a variety of 'houses'-the Longbeards (Durin ,who here, in early Dwarven history, may have dwelt in Gundabad, as this was the first place where Durin awoke) the Firebeards (Nogrod) and Broadbeams. (Belegost.)

The Petty Dwarves in Beleriand would almost certainly have been descended from outcasts from Nogrod or Belegost, they being the nearest 'Great Dwarves'. It is possible of course that outcasts from the House of Durin would cross the Ered Luin into Beleriand but far more likely they'd form their own communities in Eriador, perhaps in the Weather Hills or the Downs?

Also, there is the whole Idea about the other 4 houses of dwarves of the original seven, of whom Durin was the oldest, there are 4 whom we hear nothing of, so they may have come from these houses as well.

1. They were too far away. The Petty Dwarves were said ot have been the firstin Beleriand.

2.I doubt whether the 'other houses' (the Blacklocks, Stonefoots, Ironfists and Stiffbeards) were conisdered to be of the 'great houses'.
