I agree that it does sound like something Sam would say, but it wasn't him.

I remember this one purely because when I read Strider saying this to Frodo, it didn't make a bit of sense in the slightest to me.

Ha ha! You're right, it is a really odd quote. For one thing, it doesn't sound like Aragorn at all, but also like you said, it doesn't seem to make sense. I know what he means when he says it, but the wording is weird.
