The letter "U" was useful after all, it helped me guess "unto world's end" . I also suspected that the second word was "shall", and after trying out several possibilities for the first word, suddenly "hither" popped up from my unconscious, and then I recognized the quote. I think I have worked out the quote but I don't have LOTR on me and can't place the quote (bad Tolkienista!) without it off the top of my head. Is it "The men of the Mark do not lie, and therefore they are not easily deceived?" which is probably Eomer or possibly Aragorn or Faramir describing them...
