It's from volume 11, The Wanderings of Húrin.

When Húrin comes to Brethil he is less than unwelcome to Brandir's successor Hardang. Húrin is bitter and gets involved in an incident that gets him arrested. Manthor, relative of Hunthor, becomes his friend and defends him in the trial. The trial turns into a tumult and the Haladin revolt against their Halad. The sight of this makes Húrin speak this laconic statement.
I'm not telling the end of the story, but it is sad to see what the Folk of Haleth has come to. :(
