It's probably worth asking more yes/no questions to narrow it down, rather than guessing at every incident that took place in the Shire while members of the Fellowship were there.

So, with that in mind, did this event take place as a result of Sharkey taking over?

This event has been happening since the beginning of the Shire(I think), and is not, or will not be, affected by anything else that happens(unless the Shire ceases to exist)
