I just watched the Council of Elrond scene. No quote in it fits those criteria, so it must be in the Extended Edition.

Well really you could give it to Estel, Phervasaion, or symestreem since this phrase was obviously used more than once in the film and you had only one of the times in mind. But since you are still looking for an answer, would it be Frodo to Galadriel in Caras Galadhon: "If you ask it of me, I will give you the One Ring."
