The circumstances were likely those that Thrór was planning to go back to Moria. The price (the Balrog, and the orcs) was not worth the benefit (mithril).
But who might have said it?
His father, Daín I, was no longer alive, as was his brother Frór. So I guess it would have been his brother Grór (Nár wouldn´t have said something like this, after all, he did go with Thrór).

Hmmm, the Steward of Gondor who granted Saruman to dwell in Orthanc was Beren, so he could possibly said this as a reply to Saruman´s request. Curunír was still a protecor and west-guard against the Dunlendings back then.

I´d guess Èomer. It could probably mean sth like "Hail and farewell, Théoden!"; "hal" remindes me of "hail" and "ferthu" could have the stem "fer, far" like German "fahren" (pass, drive, travel), English "far" and "fare", Icelandic "fara" (pass).
Could Èomer be too obvious? Maybe...
