Perhaps Elendil? I found a place where it says he was the LORD of the Andunie, not king. He also fled Numenor, so even if he was noble, maybe Manardariel is thinking that he did not really have a kingdom, or something...

He was the first High King of the Arnor. He established the kingdom, he kinda has to be King.

Maybe she means Eomer because he wasn't a king start with, he only became king after Theoden died.

Then you could say the same thing for Eldarion, he didn't become King until his dad died.

I suppose you could say that, but I meant that Eomer wasn't supposed to have been king. It was only because that Theoden's son (I can't remember his name)died that Eomer became king after Theoden's death. Eldarion was supposed to be king eventually, while Eomer was not.
