Could it be Morgoth? I know it sounds weird, but here's my reasoning:

Burnt- the Silmarils burnt him when he put them into his Iron Crown.
Hidden- his stronghold was long hidden from the Valar before the awakening of the Elves.
Depleted- he put all his power into conquering Middle-Earth, so his own power is depleted, as he gave it all to his agents (i.e. Orcs).

could it be Saruman's stash of pipeweed? First Saruman burned it, after the ents attacked to Isengard it was hidden and when the hobbits found it, it was depleted.

Maybe Eowyn? she was skilled in swordmanship, obviously fair and trapped in many ways: her house falling and she unable to do anything about it, she was held against her will at the houses of healing etc.
