If Sauron gets the ring and takes back his physical form will his finger be back?

Morgoth's foot never healed. Such injuries to an evil being tied to their embodiment were permanent, no matter what form they took on.

Morgoth was never killed after his combat with Fingolfin. Sauron died after his fight with Elendil and Gil-Galad.
