The Grey Havens, also called The Havens of Mithlond (the sort of northwestern area of Middle Earth) were founded by the Noldor (the great craftsmen of the Elves) in the 2nd Age, Year 1. It was the chief harbor of the Eldar(elves) in Middle Earth, and was located at the mouth of the river Lune, where it emptied into the Gulf of Lune. The Lord of the Havens was Ćrdan the Shipwright(the wisest of the Eldar) who was the one who gave Gandalf Narya, the Great Ring of Fire(one of the 3 elven rings). It was from the Grey Havens that the ships set sail which carried the elves throughout the ages out of Middle Earth and into the West to the Undying Lands - the Blessed Realm: the islands of Valinor and Eressëa in the farthest West. These were the lands that were the home of the Valar, the Guardians of the World, and which were shared by them with those of the Eldar who made that Western Journey.
