I believe Tolkien decided to go with the 'recreated' theory as opposed to the 'reborn' theory. I don't see Finarfin ruling over his literal father bascially raised from the dead.

Since both Sindar and Avari are Moriquendi, I'd say they were Moriquendi. As far as I know, the only way Mirkwood could contain Calaquendi would be if some of the Noldor came with the Sindar.
