The quote is from the appendixes to Return of the King, where the king of the Dunedain of the North flees from his hiding among the snow-men because the army if the Witch King approaches (can't remeber the name of the king right now), but his ship sinks and he dies. The first half of the quote talks about the King having a choice, and if he picks the one that seems the safest/easiest, then... "...much sorrow and many lives of men shall pass, until the Dunedain arise and are united again."
So Morgoth is quite right, and the buck has now been passed
