Actually the double dot doesn't symbolise a change in pronunciation of the letter, just a change in the number of syllables. My name (Galormė) is pronounced Gal-or-meh, the last e being a syllable of its own. Without the doubledot the word could be considered two syllables. The last e of a word is always distinct in Quenya, and sometimes in the middle of a word, but just to make sure they are usually dotted. At least I think that's it, I am not an expert.
