Obviously no government can lay claim to the ownership of Amon Rûdh, being that it has long since sunk beneath the waves. However there is no evidence in Tolkien's writings that the original Dwarven owners ever gave up their title to the place. Therefore what remains is theirs, and my own petty occupation of it constitutes squatting.
Being underwater, this hill is fairly damp, but no government will issue a drainage grant on the grounds that it falls under nobody's jurisdiction. As I said, all contributions gratefully received.
