Dragons we creatures bred by Morgoth, evil and dangerous but not immortal. They could and did suffer mortal blows even as they dealt out horrific damage to their enemies in battle.
Balrogs on the other hand
were immortal spirits embodied in terrible figures. They, too, could be injured, but their Maiaric origin made them extremely difficult to slay. So difficult, in fact, that it usually (aways?) required a sacrifice to slay them - Ecthelion, Glorfindel, Gandalf. And in the end, both the Elves that slayed them and the spirits that they really were were actually just separated from their bodies - neither the Balrog nor the Elf was really annhiliated.
