The presence of rings is a little more active in LotR than your discussion, up to this point, seems to suggest. Gloin comes to the Council of Elrond in part to discuss Sauron's offer of Dwarf-Rings for information about Bilbo. His tone and Gandalf's answer suggest that Dain and others understood that the offer was a realistic possibility. I don't think that the section in the Silarillion does much more than amplify the discussion of the rings found in that chapter and a few others in LotR. Mind you, that is not to say that Silmarillion isn't "must reading."
