Could be, but I think the primary thought behind it was Aragorn's reign as king being fruitful and ending well as opposed to Celerborn's fate of watching the people of Lorien leave for Valinor. Valinor is obviously an awesoem place, but Celeborn displays a great love for his people and their dwelling in Middle-earth. More so than any other elf, I'd say. I'm not the Arwen/Galadriel comparison was intended, but that's certainly a unique perspective looking back. In retrospect, if it wasn't intended, it's certainly ironic...Celeborn's wish was granted!
