I thought it more than likely that the band of orcs would have been using scouts, being as they are in decidedly enemy territory in the surrounds of Imladris.

The four who met their ends split from the larger group to pursue sport following a scout's report. The others remained with the larger group, though by no means were they not in favour of the sport the 4 went after. Simply, they were more afraid of their leader.
