Has anyone read or seen the musical "The Scarlet Pimpernel"? It's hardly Tolkien, but the whole plot hinges around a scene at a masqued ball where Marguerite, the heroine does some hefty spy work. It's especially dramatic in the play version. This question brought that scene to mind. I think it would be really fun to set up this kind of conflict in an RPG...
