By rights, a character needs a 12 to be able to communicate at all. Those wielding a harp, however, are granted a bonus to make communication easier. (That's why Holly was able to communicate with Kenelm, due to Kenelm's harp.) Full Elves are granted an automatic 12 if they roll lower than 12. The higher the number, the better and stronger the communication skills.
