I guess you might argue that they were too small to conquer anyone else, but they certainly could have taken weapons to each other, either individually or in groups. The big folk did plenty of that. And still there's the puzzling fact that the hobbits drop out of 'nowhere' just 2,000 years before the Ring quest.

I could say that. I could also say that hobbits were placed ad hoc into the legendarium, following their creation as part of a children's story. They don't fit exactly because they were made for a different, though similar world. They aren't violent because they were made for a Children's Story.
