I think the same. The Valar were partly to blame because they didn't take into account the indomitable spirits of the Noldor. They thought that all of the Elves would be as happy as the Vanyar, in serving the Valar and being in Valinor, singing and dancing all day. Apparently, not all Elves are nancy Vanyar!
