In terms of being his character, definately Christopher Lee. He understood every aspect of Saruman as a character, his powers, feelings, and motivations. Pity he didn't have more screen time. Actually (bit of trivia) Lee had J.R.R.Tolkein's blessing to play Gandalf if there was ever a screen adaptation, and he was one of the only members of the cast to have met him.
