This is a problem that I used to have a lot but as I wrote more and more, I found ways to get around it. One idea that helps is try to develop your characters within the battle (Ie. Legolas and Gimli developing that bond during Helm's Deep).

I know this might sound obvious but many people simply 'section off' their writing. I've seen many people who write that have their 'BATTLE/ADVENTURE SECTION' that has absolutley no character development. Then to go with the 1st section they have the 'DEVELOPMENT/EXPLANATION' section where the main speeches, thoughts and development takes place.
