yeah Gandalf said that the Valar wouldn't accept the ring because it was a part of middle earth and not of valinor. and throwing it into the sea wouldn't be any good because the ring also found its way out of the anduin so why shouldn't it come back out of the sea? maybe someone of umbar would have found it and then the end would be certain cause he'd bring it to sauron immediately (or perhaps would try to become the new lord, who knows....). and sauron would have noticed that the ring wasn't destroyed because although it seemed that it was destroyed sauron wouldn't feel weaker at all. maybe sauron didn't know that he would perish if the ring was cast into the fire, but he must have known that he would at least be weaker . so, all the people in middle earth could say that the ring was destroyed, but sauron wouldn't stop searching for it eh?
and as for boromir's plan we know what would have happened. we'd have a pretty but horrible galadriel or a terrbile boromir or whoever instead of the dark lord.
