Just because Saruman doesn't express fear does not mean that he was stronger than Gandalf.

However, later it goes on to state that Saruman was the first to sail to Middle Earth and that he was higher in Valinórean stature than the other Istari. So I guess you are right, originally Curmo was stronger than Olórin.
