The same holds true for Sauron.
Eomer, to answer your question: Sauron, if he weren't evil, could not have begotten offspring with another Maia, but he could have, presumably, with one of the Eruhini (as Melian did with Thingol). Since he
was 'evil', he could not have reproduced at all in any biological sense.
