Indeed, I too was always under the impression that Tuor's dream was indeed sent by the Lord of Waters, and was also regarding the Isle of Numenor...
I however hadn't really thought that the star was Earendil with the silmaril, however, now i think about it, makes just as much sense as it being but a general representation of the growth and icon of the kingdom...
