your conversation made me think about the subject and i think that in bree the nazgul were both terrifying and both rather "normal", maybe strange to butterbur.
because when merry returns he says that he felt something dark and terrible and "fell over" then he was found by one of butterburs servants.
i dont think that butterbur or farmer maggot had more courage than merry, i guess the nazgul COULD "dial back" their power.
