This is from
Clear and Present Danger by Tom Clancy. I have discovered some more sig-material quotes from him (not involving the Cold War, the CIA, or nuclear weapons, mind you!) Maybe I'll use it sometime after I run out of multiple-choice questions, but I get too ahead of myself.
