Not entirely true. Tolkien didn't just "make it up", it was well structured just like any modern language today. The fact that Tolkien was only one man meant he couldn't make an entire dictionary of words in one lifetime. But in what elvish does exist we can still become fluent. We can probably have general convresations with it.
Btw, Ardalambion rocks! It is the best site ever for learning elvish and everything about Tolkien's languages!!
