The mer-dog, telling Roverandom of his adventures. Interestingly, one version that I have includes an amusing typo in this sentence - "they're better than oysters at chat". Quite the opposite meaning!

By the way, it was the word "oysters" that gave it away - it wasn't hard to figure out which work would contain that!
