Sauron's ability to "sense" the Ring seems very limited unless someone actually puts it on, and even then it takes him some time to home in on it. Add to that his distraction with conducting the war (he apparently had to devote a lot of his will and attention to micro-managing), his fear that someone like Gandalf or Elrond would try to use the Ring against him, and the fact that he never anticipated that the West would do something as crazy as send the Ring with only a couple of bearers into his own land, and it's easier to understand how he missed the passage of the Ring into Mordor.
