Well, it could be that he's confusing is with a true double-bluff--he suspects
Gil to be a Werewolf, says it out loud, then declares he's a Cobbler. Brilliant. We think
Gil's innocent.
I'm not saying
Gil-galad is a Werewolf, mind you, but he's not in the clear.
After
Garin is hung, and if he is revealed to be our last tormentor, then he'll be in the clear.
