He made a powerful kingdom in enemy territory.
He destroyed Arnor.
He was hoping to kill the king of Gondor quickly so he could run and save Carn Dum. Glorfindel would have taken up time. The same thing happened with Gandalf: he had to scrap the fight to save his army.
Eowyn did "cheat." There is no way you can deny that the Witch-King was about to kill her if it weren't for the stealthy hobbit with the super-powered shiv.
